About Rebecca
My name is Rebecca Menke, and I’m excited to be running for Lockhart City Council District 4. Our community is growing, bringing new opportunities as well as new challenges. I’m running because I want to help shape that growth responsibly, protect what makes Lockhart special, and make sure its future works for everyone who calls it home.I attended Lockhart public schools and graduated from LHS in 1996 (Go Lions!), where I played soccer and ran cross country and track. After high school, I studied at UTSA (Go Roadrunners!) before moving to the United Kingdom, where I worked as a bike mechanic and started racing bicycles. That passion followed me home: back in the U.S., I raced road, mountain, and cyclocross bikes at the elite level in Boston and Colorado, all while earning my AAS and BS degrees and completing pre-med coursework.I built a career of more than 22 years in healthcare, with the last 5 years in healthcare technology. That work has taken me around the world, and it eventually brought me back home to the town I love.Outside of work, you can usually find me pedaling my bike, paddling a boat, tending my garden, building something with my hands, or spending time with friends and family. I foster dogs, volunteer at the food bank alongside my mom, and I give blood as often as I can.My sleeves are rolled up, and I’m ready to serve. Let’s do this!My Platform
To Keep Lockhart Beautiful, Connected, Affordable & Safe

Lockhart's character is worth protecting. As the BBQ Capital of Texas, with a culture and arts scene that makes this town special, I'll work to make sure growth adds to what we love about Lockhart instead of paving over it. That means planning for growth that happens on our terms and at a pace the community can absorb, not one dictated to us.

As your neighbor, I will work to ensure every voice in District 4 is heard, and that you receive proactive updates on what the City is doing. I’ll also work with my fellow councilmembers as my teammates. I know that nobody operates alone on council: we’re all in this together!
Additionally, I’ve received lots of feedback that too many Lockhart neighborhoods lack good roads or sidewalks, and too many of our roads are not safe to walk or bike along. I'll push the city, and other stakeholders, to look for solutions to invest in the infrastructure we need.

Lockhart needs a City Council that treats every public dollar like it's precious, because it is. I'll be a careful steward of public resources and make policy with working families in mind. I'll push to keep data centers out of our city and off our city utilities, so ratepayers aren't left covering the cost. And I'll work with local nonprofits and the private sector to find real solutions that move our unhoused neighbors into permanent housing.

Keeping Lockhart safe starts with standing behind the first responders who show up for us every day. It also means finally getting Lockhart a hospital. With more than 22 years in healthcare, I'll use that experience to do everything I can to help make it happen.
